Punitive Damages

Can Texas Small Claims courts award punitive damages? I believe that the TX Business and Commerce Code will allow trebble damages in breach of contract suits. In my case, a contractor has failed to complete a job (after 1 year and tons of telephone msgs) . I still owe him $300 but another company has estimated $500 to finish the work. When I complete the petition, do I use the $200 difference or can I included the punitive amount I will be seeking, i.e. $200 x 3 = $600? Thank you for your time.
