How is effective service of process in a non-personal injury civil lawsuit in the United States of America made on the Republic of Albania?

First, you would have to determine if Albania subscribes to the Hague Convention for civil litigation. Most countries do, but some do not. If so, the Hague convention will give you instructions on personal service in Albania.
