I need to know what legally I can do to file a small claims case against someone that I have no address for in the state of Texas

You can file such a claim, but you must get service on the defendant before you get judgment. If you make a diligent effort, and show that effort to the court, the judge may allow you to obtain service by publication at the last known address.
