Small Claims Court Decision
If a decision by the judge (''Final Order/Judgement'') given 2 yrs ago and the Judge granted a second trial with a ''Dismissal Order'' decission assigned to the same case number with the letter ''B''at the end, can this case be retried?

Based on what you have written, it is not apparent what you are looking for. Generally, when a Judge grants a dismissal; the case is dismissed with or without prejudice to file another suit.
