What authority must an individual or corporation have to file a small claim on behalf of another party?

I'm not sure of your question. An individual can file a suit in small claims for themselves. If an officer of a corporation, they can file on behalf of the corporation so long as they have management authority. An individual may have the authority to bring suit in small claims on behalf of another individual if there is a durable power of attorney granting them the authority to do so, but that is open to question as to the reach of the authority.
