Complicated situations cannot be fully described in a short narritive, and there may be more facts which influence this matter than are known to you. But, assuming the issue is of the general nature you suggest, then, your "friend" must either resort to a tactic of being meddlesome to the police - call the chief's office daily to request a copy of the report or a written explanation of why one isn't being furnished, or obtain legal counsel to initiate some action which would justify asking a court to order the report furnished. Your friend sould be prepared, either way, to encounter the possibility that there is a legitimate reason for the denial of her request. But, to persevere, she / he will have to expend some more of her /his time and or money capital and endure, possibility, some mild threats of retribution for irritating the powers of a small town police establishment.

Assuming that the case is closed and no investigation is continuing, the entire police file is a public record and can be requested in writing referencing the Public Information Act. The city will have 10 days to respond or request an Opinion from the AG's office. If the opinion is requested it would take about 4-8 months to get a reply, but I would expect the opinion to require release of the file.
