Does it have to be within 90 days to remove the condition on yoir green card which you have got through marriage or it can be before the 90 days period

You cannot file the I-751 earlier than 90 days prior to your conditional residency expiring, but you must file it before the residency expires. Late filings will only be excepted in egregious circumstances. So you have a 90 days window to file.
The processing time depends on whether or not additional evidence is requested, if you are scheduled for an interview, etc.
