Approved I-130 Petition
My friend received an approved I-130 petition to become a legal immigrant in 1994. She didn't know that action was required on her part and has been living in the US illegally since 1995. I checked her status at USCIS and it states that in 2004 she was mailed a notice that her petition for CR189 to remove conditions of permanent resident status had been approved.
What does she have to do now to legalize her immigration status?

She needs to continue with the process towards becoming a citizen. Filing and approval of an I-130 is only the first step in helping a relative immigrate to the United States. Eligible family members must wait until there is a visa number available before they can apply for an immigrant visa or adjustment of status to a lawful permanent resident.
