Legal Question in Immigration Law in Texas

My sister is 17 years old she got 5 years multiple visitor visa. she has not arrived in US yet. she has one more year of high school left. Is it possible for her to complete one year of high school here in USA and than next year go to college here in US changing status to F1

Your sister cannot legally attend high school in visitor status. She would need a proper student status for high school as well as for college.
