Legal Question in Immigration Law in Texas
I was born on a military base in Tachikawa, Japan. My birth certificate has been stolen along with my social security card. On my birthday, my Texas (where I reside now) Driver's License expired. I do have an FS-240 in my possession. Exactly who do I contact to obtain my birth certificate? Each department wants two forms of current ID which I do not possess and I cannot obtain one without the other.

You may want to contact the hospital at the military base as a first step. They should be able to provide you with a copy of your birth certificate. Whether the Texas Driver's license office, or the Social Security office, will recognize a birth certificate and a certificate of birth abroad as two forms of current ID will be another question altogether, of course.
