Legal Question in Immigration Law in Texas

My daughter and I just went for a deffered inspection. We are both Canadian. I have been a green card holder for 5 years. My daughter was born in Canada but her father is an American. He has not recognized her legally and is not on her birth certificate. At our inspection the custom officer granted my daughter 90 days lawful entry. He explained that we needed to have a legal document that recognizes him as her father. They suggested a DNA test. I would rather find a less expensive way that will not rock the boat, so to speak. What could be considered a legal document?

You will need to show that he is her father and from experience a DNA test is the best way to do this.
