Daughter needs green card

My daughter was born in Germany and has lived in the US for the past 15 years. We arrived here with a fiance visa. I have had a green card ever since, however my ex-spouse (US Citizen and not mentioned on her birth certificate) has failed to provide one for my daughter. I live in a different state then my ex-spouse and daughter which complicates things. She is now having trouble with gaining a drivers license, bank account, etc and is unable to participate in certain activities because she has no SSN, only a TIN for Tax purposes. At one point 5 years ago, I applied for a green card for her and was given a priority date. I sent the documentation to my ex-spouse, who then dropped the ball and that was the last I heard. What can I do to legalize her status?

get U.S. Citizenship and have her preference category bumped up. How old is she? Is she a German Citizen?

Your ex-spouse dropped the ball and can't do anything for your daughter now since you're no longer married to that person.

You should apply for US citizenship as soon as possible before your daughter turns 21, assuming she's still below that age. When you become a citizen (a year or so), she can qualify for the final processing of the green card and get a work permit, which leads to drivers license and SSN. If you don't become a citizen until after she's 21, she might still have to wait a long time for the priority number to be current and that's not fun.
