I-30 petition file by parent on behalf of her son who is over 21. Father is critical terminally ill and son is taking care of him. Can the son get waiver to get green card

There is no form known as I-30. You did not include the status of the father, if he is a United States Citizen or a Permanent Resident. You also did not state how the son entered the United States,if he entered with or without Inspection.
The best option is for you to consult with Immigration Attorney who will ask the right questions and find the right legal solution to the problem.
Before the son can be talking about waiver, a visa must be readily available for him. Please consult a lawyer immediately.
