My girlfriend was born in Nicaragua 's came to the United states when she was 15 but illegally. We want to get married but she would like to work. What steps do I take?

You didn't mention a few things:
1. Does she have a criminal history? How is her health?
2. How old is she now, and what date did she come to the USA?
3. Has she left the USA since arrival? Is she in school or has she been to school?
4. Has she ever claimed US citizenship to a governmental agent?
5. How old are you? Do you have enough income to support her?
6. Do you have any criminal history?

Since she entered illegally, it's a bit more complicated.
Depending on her age & other factors, she might be eligible for a 2 year work permit under "DACA.
If you are a U.S. citizen, you can petition her for a "greencard". However, she would have to file a "provisional waiver", and, if the waiver is approved, she would need to leave the U.S. to be interviewed at the U.S. Consulate abroad.
