Can I get a Green Card?

I lived in the US for 7 years from the age of 5 to 12 under a g-1 visa

Then spent 4 years under a F-1 visa to obtain my ungrad degree

Returned under a H-3 for work during 8 months and now again under a H-3 work related.

I have during the course of my life spent a total of around 12 years (7 years with g visa)

My sister was born in the US and my brother has just married a US citizen.

I am 29 now and I wish to spend the rest of my life in the US.

Probably, but you need the assistance of an immigration attorney to help you, as the two obvious avenues are complicated. Your sister, once she is an adult, can petition for you, but sibling categories are so long as to be nearly pointless. You have options both under employment categories, and through cancellation of removal. Good luck.
