Is it legal for a Native Indian in the U.S. to adopt people from foreign countries and will those poeple adopted, will they get a citizenship?

Native Americans are considered to be citizens of the United States and citizens of the state in which they reside. They are given all the rights of U.S. citizens including the right to adopt. If a person meets the immigration specifications, they should be able to adopt a foreign born child and the child will be eligible for an immigrant visa.
