K-1 Visa

I have read and understand the required documents, photos, and actions needed t submitt the K-1 Visa. My soon to be bride is in Russia, I am a US citizen here in Dallas, TX. Is is possible for her to come to the US before the K-1 Visa application is submitted? I'm sure there are avenues in Russia for her to get a visa from her country to travel. How else are we going to get photos taken of us together to satisfy one of the K-1 Visa requirements? Thanks in advance.

She will HAVE to visit (B-1/B-2) you or you will HAVE to visit her. You cannot get the fiancee visa without having spent some time together.
