married and order to comply with
immigration rules?

However, the choice is yours. You can marry your fiancee in Mexico or U.S.A.
If you prefer to marry her in Mexico, then after the marry you can file the necessary visa application for her to come to the U.S. as your wife.
If you decision is to marry her in the U.S.A, you can then file a Fiance visa application for her. Once the application is approved you can marry her within 90 days of arrival in the U.S.A.
