Can I marry my 17 year old girlfriend who is a u.s citizen even though im a immigrant who is 19 years

So long as the laws of the state permit marriage to a minor, then you can do it. You, along with your girlfriend and her parents, may want to consider discussing with an immigration attorney how you're going to obtain status through that marriage and you may want to do so now before you get married. That way all the cards are on the table.
