How can the parents of a minor American citizen get their permanent residency?

The minor can file for the parents AFTER the minor turns 21.

Child can't sponsor until reaching age 21. If it were otherwise the planes would be full of pregnant women! There may be some other way to pull it off but you'll need to see a qualified immigration lawyer to explore other possibilities. To find one go to AILG.org
