My grandma (78 years old) has been holding a green card for 8 years, she wants to apply for citizenship. However, she doesn't speak any English. Is there a way to skip the test?

No, she can't skip the test. She does not have to take the test in English, once she has had her green card for 15 years; or she has a medically-verified condition that impairs her ability to learn English.
