Legal Question in Immigration Law in Texas

I'm obtained a H1b visa, and it is only valid for 1 year, I have to obtain my professional license in order to apply for an extension for another two years, what are the odds of maintaining a legal status, if i don't obtain a professional license before my visa expires, can i apply for a student visa instead in order to keep my legal status? and then later on apply for an H1b visa again, after i obtain my professional license?
