Can a person here on a B2 visa marry a US citizen ? We have had an on going relatioship .

Yes, you can marry a U.S. citizen and be sponsored and continue to reside in the U.S. It is generally recommended to wait at least 60 days after entry for marriage: www.h1b1.com/Uscitizen.htm
