Proxy Marriage
I am a US citizen and a Texas resident. If I marry my overseas fiance by proxy, which is legal in Texas, and we consumate the marriage will the USCIS recognize this marriage for filing an I-130 petition?

Immigration requires a face-to-face visit prior to the marriage. If the marriage is legal in both venues then it is a valid marriage.
