Social Security Card for 16 year old

I'm trying to help my nephew who is 16 apply for a social security card. His mother is a US Citizen but gave birth in Mexico and then came back to the US when he was just a baby. His birth certificate only lists the fathers name and not the mothers name. He's been living in the US most of his life but has never been able to figure out how to apply for a social security card without a US birth certificate.

Okay -- why didn't mom register his birth with the U.S. Embassy when he was born -- did she think he would never come to the U .S. Big mistake. Now, why does the birth certificate only list the father's name. I have seen Mexican birth certificates that list the mother and father. Better find some way to prove that she's the mother. If his mother is a citizen, and she can prove it, and she can prove that her son is her son, she may be able to get him a passport; otherwise, she needs to petition for him and get his green card. Get thee to a good immigration lawyer who handles naturalization issues and get him all the facts. There may be a possibility, slim, but possible, to get this kid his citizenship under his mother. But you need to provide every detail of the facts. Good luck.
