social security number
how can someone obtain a social security number without being a citizen? my boyfriend came to the U.S. on a visa as a child. i believe it was in 86-87. his mother had obtained amnesty in the Act of 86. somehow she managed to get a social security card for him at the Houston, TX office. It was in the 86-87 time frame. how was this possible? it's an actual card it looks just like mine and he has used it for 20 years now.

Way back then, it was not as difficult to obtain a social security card; one way could have been by showing proper identification like a passport, and advising social security that you were working. A card would be granted with a stamp stating to be used only if authorized for employment. Further, once an alien obtained amnesty, whether as a principal or derivative beneficiary (of which he would have been one), a social security card could be obtained with the proper identification. If your boyfriend's mom obtained amnesty, what happened to him? Does he have his lawful permanent residency? In which case, there should be no surprise re: his social security. To answer your question, at that time, it was possible to obtain a seocial security card with little evidence. good luck.
