can I get waiver to convert my J1 status into F1
I am on J1 visa but would like to do further studies in USA. On my DS-2019 it is stated that i am not subject to 2 yrs residence requirement, but on my visa it is stated that Bearer is subject to section 212(E) 2 yrs rule does apply. In this case can I get waiver & apply for F1 visa. Is it possible?

Some research will be required to determine if, in fact, you are subject to the 2 year foreign residence requirement. if you are subject to the requirement, a waiver may be possible depending on whether or not you received any government funding in connection with your J-1 program.
