My car was hit while it was parked

My car was hit when it was parked in a parking lot of a Wal-Mart. They have it on video and they told me exactly what happened. The girl that hit my car is refusing to give up her insurance information because she said she would get cancelled. The only true information I have on her is her liscence plate, her first name, and her cell number which she never answers. I have seen the car which she left there at Wal-Mart after taking off with her boyfriend. She did leave her first name and her cell # on my windshield so the police said that it wasn't a hit and run and no one was injured so he said that they didn't have to file an accident report. I just want it handeled properly and I don't want to get the short end of the stick. There is a 2007 graduation tassel hanging from her rear view mirror. My point being is she shouldn't even be on the road if she continues to play bumper cars like that. She made a 3 point turn in a crowded parking lot and my car was the one that got hit. How can I get this on her insurance and get more information out of her? Ishouldn't have to suffer for her mistake.

Two things..one report to police as a hit and run..two report to your insurance which will collect for repairing your car...so she will pay..or your insurance normally files to suspend licenses...

If you have full coverage insurance, report it to them, and have them go after her. If you do not have full coverage, then you can always file in small claims court. (You don't have to have an attorney for small claims court, but if you do want one, many lawyers will do a small claims case for a flat fee.)
