Insurance Requirement
Is there a law that states that if a spouse is working full-time and has medical insurance and the other spouse is not working, does the working spouse have to include the non-working spouse on their work medical insurance?

No. Any person may insure themselves and/or any of their dependents under a Group Medical Policy offered through an employer and/or purchased outside of employment. Just because one spouse is employed and the other is not does not mean that the employed spouse must, as a matter of law, include the unemployed spouse as an insured dependent under the employed spouse's Group Medical Policy. Depending on the Group Medical progarm offered by an employer, dependent coverage is often times very expensive and, as a result, may be 'cost prohibitive' depending on whether the employer will require the employee to be responsible for paying all or some percentage of that dependent coverage monthly premium.
