Legal Question in Insurance Law in Texas

Selling Tuition Insurance

My sons private elementary school required me to pay for Tuition Insurance. Later I found out that they do not have a license to sell insurance, nor had a policy to cover tuition costs... but created a ''slush fund'' of extra money - so if a student didn't pay full tuition or left the school early.... they would have the money so the school would be covered. The money was not listed as income on their annual financial statement, unless it was buried in the ''tuition Income'' line. Is this legal to do in Texas? Can I sue for my forced payment of the ''tuition Insurance Fee''? Is there any criminal or civil legal issues?

why sue..if you feel the private school is misleading...ask them to call it a tuition guaranty fund....and perhaps cooperation with the school in education would tell you why they need the fund..
