Can I sue an insurance company in small claims

If an ins. co. wants to give me $1000 less than what I think my car is worth for an accident I was not guilty of,can I sue them in small claims court. Value they are offering for my totaled car is $4057 and I think it is worth $5000. Can i sue them in small claims myself?
