Unlicensed drivers
In an auto accident involving two unlicensed drivers, the driver at fault was issued dwi - will his insurance pay to repair the other car even though the driver of both vehicles were not licensed. Also if the at fault driver has no insurnace should the auto insurance of the vehicle not at fault pay (the driver of the vehicle not at fault was unlicensed but was borrowing the car)

It depends on the policies. If the at fault driver has insurance, then that insurance pays for the damages. If the at fault driver doesn't have insurance, but the not at fault driver has uninsured motorist coverage, then it will pay for the damages of the not at fault driver.
