If you commission an artist to draw an illustration for you and give them the specifications of what you want drawn who owns the copywrights

Great question that, unfortunately, does not have a simple answer without having a lot more detail. But putting the details of the issue on a public board like this one, where your opponent might see it, might not be a good idea. If there is any significant value, contact a copyright lawyer and discuss the matter privately.
