If I'm creating works of art out of Lego material to sale, do I need Lego's permission?

No, you do not need Lego's permission. You are transforming the Lego pieces into a tool for art, for a completely new product. The Lego pieces would be no different than cans of paint or any other material supplies one would need in creating any piece of art. Just like you would not need a paint manufacturer's permission to paint with their watercolors and sell the painting, you would not need Lego's permission.
