Legal Question in Intellectual Property in Texas
Is it legal to post a website about someone without their permission?
A friend of mine has a bit of a jaded past, but is trying to get his life in order. Someone has posted a website with his picture and other info, including the last 4 digits of his ssn. All of this without his permission. Are there laws in place for this kind of thing and is there anything he can do to get this site off the web?

It depends on what is on the web site. Generally speaking, you can write, say, or post truthful information about anyone. That is the price of the First Amendment.
Pictures in which there was no expectation of privacy are ok as well.
