Is a notarized power of attorney from forms online with 2 witnesses legally binding?

Sure, provided it has the proper statutory language and is provable. If properly notarized the witnesses are just extra, presumably so they can be called to testify as to the power if the notary is faulty for some reason. Whether you got the form online, from the most expensive attorney in Texas, or out of the sewer is irrelevant, provided it is properly worded and provable.
