Legal Question in Intellectual Property in Texas
Say an online star wars game has been in development for over 10 years by a community of gamers and amateurs as a non-profit endeavour. I suspect the most important aspects of the game that would make it fully playable are being held out on purpose, it just doesnt make sense why it would take so much time otherwise. Could it be that actually finishing the game may cause the administrators to infringe on Lucasarts copyrights and thats why it cant be finished? Could it be that they are avoiding copyright legal lawsuits by maintaining the game unfinished?

Just wild speculation you seek. Why ask here? Call the developers and ask. Then repost with their response. Lucasarts is aggressive in asserting it's legitimate trademark rights
