am i able to sue a website if i have requested my intellectual property be taken down, by one of its members i have requested this to admin of website

You need to review the DMCA takedown procedure in 17 USC 512 and follow it. Note the notice goes to the host, which is likely not the website administrator or one of its members.
Sure you can sue, but you may find yourself dismissed if you do not follow DMCA protocol.
