There are actually quite a few of these businesses already in existence. It is not a copyright violation since the you would presumably own the consoles, the consoles by their nature have one user at a time and you are not proposing to produce either consoles or cartridges or discs yourself. Since you are not making unauthorized copies and are not publishing or broadcasting these, there is no real copyright issue. There may be other licenses required, but this does not sound like a copyright issue. When asking questions like this on lawguru, please try to avoid vague terms like "a business" and "using". The answer may depend on what type of business and what type of use.
