Legal Question in Employment Law in Texas

i accepted an offer for a position at work. i signed the letter. i was told that i had to remain in my current position until they found someone to replace me. I was then told that i had to work 4 hrs in the current position and 4 hours in the new position until they found someone to take over for me. The work i was doing was never reduced in my current position, and I never agreed to it, i was told this is what i had to do. i was then told, july 1 would be my first day of work. Today i was called in a meeting and advised that the dept in which the position i had accepted was going away. I was being laid off as of sept 1st. Is there anything legally i can do?

No.

Texas has the doctrine of "employment at will" which means that you can be fired for any reason or for no reason, and it isn't actionable. By the same token, if you quit your job all of a sudden, THEY can't sue YOU.

The exception would be if you were fired for religious or racial reasons (and you could prove it).
