Legal Question in Employment Law in Texas

I am applying for a job at a hospital in Texas. While filing out the applicantion online I saw part of the application that basically said if you use nicotine then you will not be hired and if already hired may be fired. Is this legal for a legal product such as cigerettes or other tobacco products?
