Is it considered discrimination to ask about your criminal background for a job when you have served your time ?

No, unless only applicants of certain races, ages, religions are asked and others are not. You cannot be asked about arrests, but convictions are permitted, and is usually done especially if it is a job where trust is important, as when one is handling money. "Serving your time" satisfies the criminal system's obligation, but the conviction continues to stay with you the rest of your life.
