Legal Question in Employment Law in Texas
The building I work in is in a bad part of town, and it's constantly
shot at by semi-automatic weapons. There is inadequate lighting
very poor video. Is the employeer responsible for employee and customer
safety?

Yes, to an extent. Can your employer really do anything about people shooting at the building? Other than calling the police there is probably not anything your employer is reasonably expected to do to prevent third parties from shooting at the building from the street or wherever shots are being fired. If you really believe your safety is in jeopardy you should think about finding a new job.
