My company has had an incident regarding a new time clock. A new fingerprint timeclock was installed two weeks ago to prevent "buddy swiping" on attendance. Apparently, someone did not like the idea of having to punch in and out for work. Therefore, they physically "punched" the new equipment. The culprit is unknown. My employer has issued a notice that the guilty party is to come forward by the end of the next business day. If not, a $15.00 deduction will be made from each employees paycheck to cover damages. There is upset among the employees. Is this legal? If not, what other recourse does my employer have to instill respect for company property?

No, it is not legal for the employer to make deductions to cover damage to equipment unless the employees have voluntarily agreed to permit such a deduction.
