Disadvantaged prior to a promotion exam

How do I prove to civil service hearing examiner that I was disadvantaged prior to a promotion exam. I was force to prove I was eligibe to take the exam, while everyone else studied stress free. I got a letter stating I'm not eligible from human resources at my city job. I got conditional authorization to take the test, I found out on the test day. I proved I was eligible after the test. This gave me a disadvantage and I scored low. Not fair!! Prior to the test I provided my senority date in my position, which is 2 years required for testing. But, step 1 and 2 was denied before the test. Texas local goverment code (chapter 143) states 2 years needed to take test. This was poved on step 3 with the same proof I had earlier, on step 3 after the test. Help!!!
