I've recently been hired by a major company and relocated to their area. They would not begin reimbursing me for relocation expenses until I signed a form stating that I would pay back if I left in a year. After working two months I've determined that this job is not for me. Can they force me to pay the relocation money back?

Yes. If you signed a contract saying you would do so, you can expect that they will hold you to the contract.
