Can I change an employee from position based on suspicius actions (Theft)? I have a video showing she did it, just can't see the envelope is self, but you can see the action. Or can I terminate her based on this?

Yes you can terminate her based on the theft if you're sure you have the tape that shows she did it. If not, you can terminate her for no reason at all if you are not sure of what's on the tape. Simply tell her you no longer need her services. In that event, you do not have to give her a reason.
