inital point of negotiations for a new union
The union said that the inital point of negotiation for a new contract is were wages and benifits are at now.
The company has said that negotiations start at minimum wage
What does the law say.

These are simply negotiation points. Law doesn't say where "negotiations start." It would not be impossible that wages and benefits could be reduced in negotiations so statement that wage negotiations start at the minimum wage that government requires appears to be true.
