law enforcement overtime

at my agency we are being told that they ARE legally allowed to ''manditory'' deputies to stay for overtime because of the size of our county.

Based on what you have written, it appears that you may have a claim against your employer for violating the Texas Labor Code (TLC) and potentially the Fair Labor Standards Act (FLSA). Note that there are "exemptions" within the TLC and FLSA, which may allow for your employer to be exempt from paying you overtime.
