In the state of Texas employers can require certain skills or knowledge as part of the qualifications for a particular job. Discrimination on the basis of prohibited categories such as race remains against the law. If the language skill is a genuine part of the job then you have little recourse. If the language requirement is a tool to accomplish a discriminatory intent then you could have a cause of action against the employer.
